I couldn't find a picture of Roy Henry Gover on the internet, so I used the poster for what seems to be one of his favorite films according to the "lyrics" of this "song" . There's a bunch of rumors and facts about him at this post at Noises For The Leg. The whole thread is worth a read, has some interesting background on him from old friends (he apparently passed away a few years back) and debunks the whole "tape stealing pizza guy" angle of the story (which is what I was told when I first heard this).
"There is precious little information available about RHAG on the web. I can't find any pages dedicated to him anywhere. His invisibility is curious, as his art seems tailor-made for the blog age. RHAG is a seventy- (now eighty-?) year old drag queen and multi-media artist who rambles in character over FM radio instrumentals." Link.
He only made one official release, as his songs were generally sung over found music (muzak, very often) that would be impossible to license.
Evidently, he was a fine artist that had to do advertising art for a living (and wasn't very happy about it) and used making these stream of consciousness, auto-biographical tapes as a kind of musical therapy.
